District of Innovation Overview

What is a District of Innovation?

House Bill 1842, passed during the 84th Texas Legislative Session, allows traditional independent school districts to access many of the flexibilities available to the state’s open-enrollment charter schools.

Any district with at least an “Acceptable” rating in both Academic and Financial accountability is eligible to become a District of Innovation (DOI).

Potential Benefits of Becoming a District of Innovation

  • Local Control: Districts determine which flexibilities best meet their local needs.

  • Customization: Innovation plans can apply to specific grade levels, campuses, or the entire district.

  • Autonomy: While DOI plans must be submitted to the Commissioner of Education, formal approval is not required.

  • Flexibility: Districts can implement innovative practices similar to charter schools in areas such as:

    • Curriculum

    • Instruction

    • Governance

    • Parent/Community Involvement

    • School Calendar

    • Budgeting

Additional Information

Once approved, a local Innovation Plan may be in effect for up to five (5) years.

  • The plan may be amended, rescinded, or renewed with a two-thirds vote of both the Board of Trustees and the DOI Committee.

  • Over 800 school districts across Texas have adopted DOI plans.
