Texas Education for Homeless Children and Youth (TEHCY) Program

Children and youth who lack a fixed, regular, and adequate nighttime residence. If any one of the three is missing, the child is considered homeless.

Fixed: Stationary, permanent, not subject to change
Regular: Used on a regular (nightly) basis
Adequate: Sufficient for meeting both the physical and psychological needs typically met in home environments

Rights

If you are eligible, you have the right to:

Receive a free, appropriate public education
Enroll in school immediately, without required documents, and attend class while documents are acquired
Enroll in the local school, or continue attending your school of origin
Receive transportation to and from the school of origin, if preferred
Receive educational services comparable to those of other students, according to your needs
Be enrolled in the free school meal program
